Call for criteria for urban reform funds to States

NEW DELHI, March 22

THERE was a need to formulate a performance-based criteria for the allocation of the Urban Reform Incentive Fund that was announced in the Budget to provide reform-linked assistance to the States, the Member, Planning Commission, Mr N.K. Singh, said here on Friday.

Addressing a round table on `Budget 2002-03 : Urban infrastructure taking the momentum forward,' Mr Singh said that important decisions regarding the degree of flexibility that would be provided to States on the usage of the funds and whether the funds would be dispersed as loans and grants also needed to be taken. The round table had been organised by the Confederation of Indian Industry (CII).

During the round table he identified several parameters for assessing the performance of States and divided these under three broad categories.
