Kelkar proposals

The Vijay Kelkar Committee has recommended extension of the Permanent Account Number (PAN) to all the citizens. Meanwhile, the Employees' Provident Fund Organisation (EPFO), under the Ministry of Labour, has taken initiatives to issue social security numbers to all Provident Fund members. Similarly, the Home Ministry has endeavoured to issue `Citizen Number' to all. If every ministry/department starts issuing `numbers' to all citizens, we would have a dozen such numbers, resulting in unnecessary confusion and inconvenience.

In this regard, the Kelkar Committee's suggestion that if PAN is extended to cover all citizens, it could serve as a `Citizen Identification Number', obviating the need for the Home and Labour Ministries to issue new numbers to citizens.
