Railway Budget

This is with reference to the editorial "Tough track for Nitish" (Business Line, February 21). The only criterion to judge the forthcoming Railway Budget is to see whether Mr Nitish Kumar has made a serious attempt to set the Railways on the path of recovery through reforms. Further, there can be no justification or excuse for exports being affected due to the non-availability of wagons.
