Fifty thousand ITI (Industrial Training Institute) graduates will get job offer letters on July 15, Ministry of Skill Development and Entrepreneurship (MSDE) announced on Monday. A United Nations resolution has declared July 15 as World Skill Day.

Rajiv Pratap Rudy, Minister for Skill Development and Entrepreneurship, said that apart from job offers, up to 2 lakh employment certificates will also be awarded, which will ensure employability of the person trained in ITIs. These and many other initiatives will be part of Skill Day event to be presided over by the Prime Minister and attended by Cabinet Ministers and around 15-16 Chief Ministers.

The Prime Minister will formally launch the National Skill Development Mission, unveil the new National Policy for Skill Development and Entrepreneurship 2015 and roll out on all-India basis the Pradhan Mantri Kaushal Vikash Yojana (PMKVY).

The Centre will also launch a ‘Skill Loan.’ 

“Just 30 per cent people are in a position to bear the cost of skill training. This prompted us to bring a loan scheme,” Rudy said. Under the scheme, loans between ₹5,000 and ₹1.50 lakh will be given to 34 lakh youths during next five years. MSDE is in talks with the Department of Financial Services to set up a guarantee fund with a corpus of ₹500 crore. Rudy said that over 40 crore youths will be given skill training during the next five years. Keeping this in mind, PMKVY will skill 24 lakh youth over the next one year.

For the first time, the skills of young people who lack formal certification, such as workers in the country’s vast unorganised sector, will be recognised through an initiative known as ‘Recognition of Prior Learning’ (RPL). They will get a chance to be assessed and certified for the skills that they already possess. Ten lakh youth will be certified under PMKVY’s RPL category in the next one year. In order to get more resources for training, MSDE has tied-up with Defence Ministry and will soon tie up with the Railways.
