Unique ID body issues show-cause notices to enrolment agencies for violation of norms

The Unique Identification Authority of India (UIDAI) has issued show-cause notices and temporarily suspended some enrolment agencies for non-compliance of rules for issuing Aadhaar cards.

Some of these agencies are Infrastructure Leasing & Financial Services, 4G Identity Solutions, Alankit Assignments, Madras Security Printers, Techsmart India, Tera Software, Vakrangee Software and Smart Chips.

This information was given by the Minister of State for Planning, Mr Ashwani Kumar, in a written reply to a question in Rajya Sabha on Thursday.

Mr Kumar said the UIDAI had also decided to impose a penalty of Rs 150 per error packet and Rs 500 per packet for process violation or non-compliance. Process violation will also invite criminal proceedings against the enrolment operator and agency concerned in addition of penalty, he added.

A Fraud Analytics Module was also being deployed at the Central Identity Data Repository, he added.

The Minister said the UIDAI had introduced a number of measures to deal with the problems such as demographic data quality check, formulating a suspension policy, under which erring operators/supervisors could be blacklisted and debarred from undertaking further enrolments.

He said the UIDAI had also firmed an enrolment centre monitoring process by empanelling monitors who can conduct surprise visits. It has also decided to carry out 100 per cent manual check of all ‘biometric exception' cases before issuing Aadhaar cards.

In April, the Nandan Nilekani-headed UIDAI kicked off phase-II of the Aadhaar enrolment process after the Cabinet sanctioned an additional Rs 5,000 crore to it for covering 40 crore more people. In phase-I, a total of 20 crore people had been enrolled.
