India has signed an agreement to enhance public sector organisational capacities in Afghanistan. The ‘twinning' or partnership agreement was signed on Wednesday by the Union Labour Minister, Mr Mallikarjun Kharge and Ms Amena Afzali, Minister of Labour, Social Affairs, Martyrs and Disabled, Afghanistan here.
The areas of cooperation for further capacity development support from India include common functions of government, such as policy & strategy development, project and financial management, procurement and human resource management and technical areas, such as developing policies, legislation and strategies for welfare and protection of labour force.
The other areas are developing national policies on safety, health and environment at work place, on social security to the unorganised workers, for prohibition of child labour, skill development etc.
Referring to the recent visit of Afghanistan President, Mr Hamid Karzai, Mr Kharge said around 4,000 Indians were engaged in the task of rebuilding that country both through Government projects and private sector initiatives. The VV Giri National Labour Institute is already involved in various training programmes for Afghan officials, he added.
