Taking note of difficulties faced by road projects, the Economic Survey has favoured easing of exit routes for highway developers.

“Exit routes need to be eased so that promoters can sell equity positions after construction, passing on all benefits and responsibilities to entities that step in,” says the Survey.

Highway developers have been demanding easy exit routes from completed projects for many months now.

In fact, this is one of the proposals for which the Highways Ministry will float a Cabinet note, following an inter-Ministerial discussion at the Prime Minister’s Office.

The Survey noted that the Environment Ministry has been asked by the Government to relax clearance norms that basically require a clearance for digging soil or earth in areas below five hectares.
