The government will call for wide ranging consultations on the 5/20 norm during which the issue of dropping, retaining and introducing domestic flying credits will be examined before a final decision is taken.
This emerged at a more than three-hour long meeting chaired by Prime Minister Narendra Modi.
Issues relating to financial aspects of the aviation sector were also discussed during the meeting.
The rule says that domestic carriers must have been in operation for five years and have a fleet of 20 aircraft to be eligible to fly on international routes.
