CCEA okays capacity raising at JNPT

The Cabinet Committee on Economic Affairs on Wednesday approved the fifth phase of the Unique Identification (UID) scheme for undertaking enrolments in Uttar Pradesh, Bihar, Chhattisgarh and Uttarakhand.

This will enhance the target which will also include UID numbers issued in respect of enrolments done under the National Population Register process in 12 States and Union Territories.

The Government has approved generation of unique identity number to 100 crore by 2015. Till now, 67.38 crore Aadhar numbers have been generated.

It has also decided that UIDAI will prepare comprehensive proposals regarding Aadhaar Sampark Kendra, Information, Education and Communication Campaigns, Document Management System and Rent Rates and Taxes etc. and a revised cost estimate will submitted for appraisal of the Expenditure Finance Committee.

The authority was established in 2009. This project is aimed at ensuring inclusive growth by providing digital, online, verifiable identity to all residents, including marginalised sections of society. Besides strengthening equity, this will also enable more efficient delivery of services and effective governance. The CCEA also approved the development of an additional liquid bulk terminal at Jawaharlal Nehru Port Trust in Mumbai at an estimated cost of ₹2,496 crore. The award would be on highest ‘Royalty’ basis.

The project will be taken up for implementation under the Private Public Partnership (PPP) mode on Design, Build, Finance, Operate and Transfer (DBFOT) basis. Therefore the entire investment on the project will be made by the Concessionaire. The project is envisaged to be implemented in two phases with overall capacity as 26.6 million tonnes per annum (MTPA).

Phase I envisages construction of four berths to accommodate vessels size up to 180,000 Dead Weight Tonnage (DWT) with a capacity of 15 MTPA. Phase II envisages construction of two additional berths for 180,000 DWT vessels with a capacity of 11.6 MTPA. With the completion of project, the liquid bulk cargo handling capacity of JNPT will increase to 32.1 MTPA from 5.5 MTPA by 2025-26
