The Andhra Pradesh Government has issued comprehensive norms for buildings, restricting construction in some areas and offering incentives for those making adequate provision for parking and space.
The much-awaited buildings stipulations were announced through a Government Order issued on Saturday.
The Andhra Pradesh Building Rules 2012 would be applicable to municipal corporations, municipalities, panchayats and areas under the urban development authorities. The rules restrict building activity in the vicinity of water bodies, railways, electrical lines, airport, defence establishments and heritage structures.
There are special provisions for Banjara and Jubilee Hills in Hyderabad, with the objective of retaining their characteristics. It is proposed not to permit construction of buildings having a height of more than 10 meters , barring sites which abut roads of 12 meters width and above.
High-rise buildings
The norms for high-rise buildings and complexes make it a must that the plot size should be 2,000 square meters. In case of sites where high-rise buildings are affected due to road widening, certain flexibility is permitted. The lost area would be compensated with flexibility in construction space. The rules provide for restrictions on construction of projections in mandatory open spaces and setbacks. Projections and corridors would not be permitted in setback areas. It is proposed not to permit balcony projections and construction of corridors within the mandatory open spaces.
The stipulations encourage provision of parking complexes for owners who develop these offering equivalent built up area as a transferable development right. It is proposed to consider a moratorium on property tax for five years for providing adequate parking area.
