The Karnataka Government plans to create a state resident data hub which will link all databases of the government.

“(The proposed) Karnataka Resident Data Hub will link all databases of the government,” Principal Secretary, e-Governance Department, Information Technology, Biotechnology and Science and Technology Department, Mr M.N. Vidyashankar, told PTI here.

The government has also proposed registration of any property from anywhere in the state with the Stamps and Registration Department without the owner having to visit the local registrar office.

“The project, which has already been started in Bangalore city, will be extended throughout the state soon,” Mr Vidyashankar said.

A state service delivery gateway is also on the anvil, he said. It means there would be a single window for ‘G2C’ (Government to Citizen) and ‘G2B’ (Government to Business community) services, with availability of all forms online.

“Now, citizens approach the Government officers either through post or in person for information under RTI. A system is being developed where a citizen can file his request through a phone call or to integrated portal of RTI and Public Grievances,” he said.

According to him, the state government, under a project, has made available an e-procurement platform to enable all its procurements to be made through the electronic mode.

“Being a web-based solution, anybody can participate without any hindrance or entry barriers,” he said.

“Even though it started in six establishments on a pilot basis, this scheme, during the last three-and-half years, has been extended to 161 departments by the end of October 31 2011,” Mr Vidyashankar said.

Procurement to the tune of Rs 85,077 crore has been made through this platform. As much as 90 per cent of the state government departments have started using this platform.

The key departments include Public Works Department, Bangalore Development Authority, Irrigation Department, Rural Development and Panchayath Raj, and Bruhath Bangalore Mahanagara Palike (city corporation).

Even public sector undertakings like Hindustan Aeronautics Limited and Food Corporation of India are also using this platform.
