The Cabinet Committee on Economic Affairs has extended the mandatory packaging norms under the Jute Packaging Material (JPM) Act, 1987.

The Cabinet, which met on Wednesday, also gave its nod to a host of MoUs across sectors.

On the Jute Packaging norms, an official statement said, “The approval mandates that 90 per cent of the foodgrains and 20 per cent of the sugar products shall be mandatorily packed in jute bags. The decision also mandates, in the first instance, the entire requirement for packing of foodgrains to be placed in jute bags thus, making a provision for 100 per cent packing of foodgrains in jute bags subject to the ability of the jute industry to meet the requirement.”

The decision will benefit farmers and workers in the Eastern and North-Eastern regions of the country particularly in West Bengal, Bihar, Odisha, Assam, Andhra Pradesh, Meghalaya and Tripura, the statement added.

In another decision, the Union Cabinet has approved the agreement between India and Myanmar on Land Border Crossing.

“The agreement is an enabling arrangement for movement of people across India-Myanmar border. It is expected to provide connectivity and enhance interaction of the people of North-Eastern States of India with the people of Myanmar,” an official statement said.

New AIIMS

The Cabinet also approved the construction of a new All India Institute of Medical Sciences (AIIMS) in Bilaspur, Himachal Pradesh under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY). The cost of the project is ₹1,351 crore.

The new AIIMS will be completed in 48 months with a pre-construction phase of 12 months, construction phase of 30 months and stabilisation/commissioning phase of six months.

It also gave an ex-post facto approval to the note submitted by the Department of Commerce to the approach adopted by India at the Eleventh Ministerial Conference of the WTO held in Buenos Aires, Argentina in December 2017 got the Cabinet’s nod.

Another ex-post facto approval for the Memorandum of Understanding (MoU) signed between India and the US for co-hosting the Global Entrepreneurship Summit (GES) 2017 in India got the Cabinet’s approval.

The Memorandum of Understanding (MoU) between India and Israel on cooperation in the oil and gas sector also got the Cabinet’s nod.
