The government on Monday said it had asked Ministries and States to effectively implement the Citizens Charters and ensure quality services to the people.
“The government is determined to provide a Government that is corruption-free, transparent, accountable and responsive at all times,” the Minister of State for Personnel, Mr V. Narayanasamy, told the Rajya Sabha in a written reply.
“For promoting competition, simplifying transactions, ensuring accessibility and responsiveness and reduction of discretion as laid out in the 4th report of second Administrative Reforms Commission titled Ethics in Governance, all Ministries/Departments of the Government of India and State governments/Union territories have been requested to formulate appropriate policies in a time-bound manner,” he said.
They have been advised to revise and effectively implement the Citizens Charters and provide quality services. A draft Bill called 'Citizens Right to Grievance Redress Bill, 2011' has been prepared and has been put in public domain inviting suggestions and comments from public, he said.
