The decision to create Telangana and demand for carving out Bodoland state led to uproar in Rajya Sabha today on the opening day of Monsoon Session of Parliament leading to two adjournments before noon.
Soon after the House paid obituary references, two TDP members entered the Well opposing the creation of separate Telangana state.
Biswajit Daimary (Bodoland People’s Front) too entered the Well carrying a placard.
While TPD members raised banners against the division of Andhra Pradesh, Daimary held a banner that read: “If Telengana, why not Bodoland?”
“I am sorry you can’t do this. No banner shall be shown,” Chairman Hamid Ansari said to unheeding members, asking them to go back to their seats.
Upset with members not listening to his appeal, Ansari adjourned the House for 10 minutes saying that he was forced to do so because of “disturbances created by three members in the Well’’.
When the House reassembled, similar scenes were witnessed. Ansari once again asked the three members to return to their seats. However, the members kept shouting slogans in the Well.
Amid slogan shouting, the Chairman adjourned the House till noon.
Earlier, DMK Chief M Karunanidhi’s daughter M. Kanimozhi took oath as a member.
When the House met at noon, Prime Minister Manmohan Singh introduced the new ministers inducted into the Union Council of Ministers.
Minister of State for Parliamentary Affairs Rajiv Shukla informed the House about revocation of President’s rule in Jharkhand.
Soon TDP members Y.S.R. Chowdhary and C.M. Ramesh trooped into the Well opposing the creation of Telangana and shouting slogans in favour of united Andhra Pradesh.
Even as TDP members were shouting slogans in the Well and waving placards, V. Maitreyan (AIADMK) sought to raise the issue of attack on Tamil fishermen by the Sri Lankan Navy and wanted a response from the Prime Minister. “This is taking India for ransom. PM please respond,” he said.
As TDP members continued with slogan-shouting, an apparently exasperated Chairman Hamid Ansari asked them, “Do you want to simply agitate or discuss?”
Amid din, Deputy Chairman P.J. Kurien announced that a panel of Vice-Chairpersons has been constituted for the House with effect from July 21. The panel includes Shanta Kumar, Prashant Chatterjee, Bhuvneshwar Kalita, Renuka Chowdhary, Devendra Goud and Mahendra Prasad.
As the din was continuing, Kurien noted: “two members are holding the House to ransom” and wondered what they wanted when the House has already agreed to allow a discussion on the subject.
Kurien finally adjourned the House till 2 p.m.
