The Centre has sought Parliament approval for additional spend of Rs 11.35 lakh crore, including net cash outgo of Rs 14,786.85 crore.
This formed part of the third batch of supplementary demand for grants for 2016-17 tabled in the Lok Sabha by Finance Minister Arun Jaitley on Friday.
The main spends where there would be a cash outgo include Rs 3292.94 crore towards payment of arrears of pension on implementation of 7th Central Pay Commission and dearness relief and arrears arising out of 'One Rank One Pension'.
The other spends involving cash outgo include Rs 3,500 crore for providing additional fund for operation of Price Operation Cell under the "Price Stabilization Fund" scheme; Rs 1,504.32 crore as contribution under credit support programme for augmentation of funds to the corpus for Credit Guarantee Trust Fund for Micro and Small Enterprises (CGTMSE); Rs 900 crore for providing grants for creation of capital assets under the Pradhan Mantri Awas Yojana-Gramin scheme.
For CBDT officers/ staff, the Centre has allocated Rs 215 crore on account of 7th Central Pay Commission and other committed liability. For excise officers an amount of Rs 230 crore has been allocated. In the case of Customs officers/staff, the Centre has allocated Rs 50 crore.
Technical supplementary
On the technical supplementary side, as much as Rs 10.11 lakh crore would be spent towards repayment of cash management Bills under the market stabilisation scheme. This will not entail any additional cash outgo, as the repayments will be matched by receipts.
The Centre also proposes to transfer Rs 5,203.72 crore of Krishi Kalyan Cess to Krishi Kalyan Khosh.
As much as Rs 3,000 crore would be used to provide assistance to States affected by natural calamities under the National Disaster Relief Fund (NDRF).
The Centre will also pump Rs 2,845 crore into National Investment Fund; Rs 741.38 crore for subscription to share capital to NABARD.
Besides providing CST compensation (2nd instalment) of Rs 1,384.58, the Centre will also reimburse Rs 2,691.96 crore towards losses incurred by Railways on operating strategic Railway lines.
