The Department of Telecom will sell only eight blocks of spectrum in Delhi and Mumbai in the upcoming auction. In other circles, the Department will make available three additional slots in case any new operators win in the bidding. In Delhi and Mumbai, it does not have enough spectrum to make available the three additional slots. This means that if any new player wants spectrum in these cities, it will have to bid for the available eight slots. Each slot is of 1.25 MHz. In other circles, new players can bid for one slot and then claim the three additional slots available in case they win.
