TCS arm, Spanco in race for AP's common service centres project

A unit of Tata Consultancy Services and Mumbai-based Spanco have emerged the final contenders for setting up technology-enabled common service centres (CSCs) for two zones of Andhra Pradesh, it is reliably learnt.

The winning bidder, which will have to set up CSCs in about eight districts of the State, is expected to have a revenue generation opportunity of around Rs 40 crore over a five-year period.

The bids — submitted by APOnline, a joint venture between TCS and the Andhra Pradesh Government, and Spanco — are expected to be open next week, multiple sources in the know told

A strategic cornerstone of National e-Governance Plan, CSCs is the primary physical front-end for delivery of government and private services to citizens. The Government-to-citizen services could include issuance of birth and death certificates, land records, affidavits amongst others, while market driven services which will be stacked with the Government services could encompass banking and insurance, tele-medicine, education, telecom, entertainment, bus/ rail/ air inquiry and ticketing.

The eight districts in Andhra Pradesh which would come under the CSC network are Rangareddy, Nalgonda, Medak, Chittoor, Nellore, Anantapur, Mahaboobnagar and YSR Kadapa .

Both TCS and Spanco have established e-governance businesses. “APOnline is already providing about 150-odd government-to-citizen and government-to-government services…the idea is to now make these services available through the CSC platform,” an official in the know said.

On the other hand, Spanco is deploying the CSC project across 10 districts of Maharashtra. Recently, the company bagged a mandate from Punjab to replicate the same model in the State by setting up 376 centres.
