As the release of Kamal Haasan’s film Vishwaroopam continues to be embroiled in controversy, Information and Broadcasting Minister Manish Tewari has said there is a need for a relook at the Cinematographic Act.

He said that film certification powers were within the exclusive domain of the Union Government and it was important that the statutory architecture of the regulatory framework ensured the optimisation of this mandate.

He also said the Ministry would set up a committee to make the regulatory framework of the Act more robust to ensure that the Central Board of Film Certification’s decisions were implemented by the States and to remove uncertainties with regard to a movie even after it has got a clearance by CBFC.

Government officials also believe that if State Governments have a bonafide argument against a film that has been certified by CBFC, they should approach the appellate authority.

Meanwhile, official sources said that the Government was also looking at formation of a Film Promotion Board and an inter-ministerial committee for creating a single-window clearance framework for foreign films that seek permission to shoot in India.

As far as digitisation is concerned, the Government is pushing cable operators to shift to itemised bills for customers.
