In pursuance of the AP Reorganisation Act 2014, a separate Transmission Corporation (Transco) and Generation Corporation (Genco) have been carved out of AP Transco and AP Genco which are part of the unified State of Andhra Pradesh.
With Andhra Pradesh set to be divided into two states of Telangana and residual State of Andhra Pradesh (Seemandhra) on the appointed date of June 2, the assets are being divided to facilitate smooth transfer.
Separate Government orders have been issued by the order of S.K.Joshi, Special Chief Secretary to Andhra Pradesh Government, which has come out with details about the division of assets under the Transco and Genco and its assets and even allocation of staff working in the corporation.
The transfer of assets would be made to TG Genco and TG Transco respectively from the effective date and all the functions presently being carried out by the corporations in the Telangana State shall stand transferred to them.
All power generation assets, thermal, hydel and solar located in Telangana region shall be transferred to Telangana Genco in as is where is basis. The transfer of staff will be governed by the guidelines meant for the Government employees between two Gencos.
The division of assets also covers some inter-State projects such as Machkund Power House (with Orissa), AP Power House at Balimela (Orissa), Thungabhadra Dam (Karnataka) among others.
With regard to Nuagon Telishhi, which has mineral reserves of about 450 million tonnes, the end use projects have been identified as 3x800 mw units at Srikakulam and 5x800 mw units at Vodarevu at the time of allocation. Since these projects have not yet been grounded, the mineable resources may be allocated to both the States as per the ratio of 58.32: 41.68 to AP Genco and TG Genco and to both the States. The Coal Ministry consent for change of end user would be taken.
The office space will also be shared in the same ratio. The annexures to the orders provide other details.
