The Andhra Pradesh Government has planned to acquire 30,000 acres in two zones for setting up the new capital city.
During a meeting on new Capital, the State Chief Minister N. Chandrababu Naidu decided that the Phase I of capital would require about 30,000 acres to be split into zones.
The State government has proposed to procure land through land pooling mechanism that allows proportionate sharing of benefits. It was felt that such an approach would enable the State to develop the new city as a 'people’s capital,' the Chief Minister said.
The same policy will be followed in phases II and III, so as to ensure consistency in the application of development principles, according to a statement from the Chief Minister Office.
Half the land procured will be utilised for common assets such as roads, open spaces, social infrastructure, and the remaining half will be shared between the land owner and Government.
The Government will utilise its share of land to develop world-class infrastructure as well as other common amenities, including the capital complex. As part of the Land Pooling Scheme, the Government will reconstitute land, develop infrastructure and hand over possession of the developed plots to the land owners within two-and-half years.
The provisions of Land Acquisition Act will be used to acquire land where the land owners are reluctant to participate in the land pooling scheme.
The Government proposes to return a share of the developed land back to the land owners.
In addition, it is also proposed to provide an annuity for a defined period of time, as well as waive stamp duty, registration fees and conversion charges.
All agricultural labourers and landless poor would be provided training in skill upgradation and make them ready for employment.
In addition, the Government will take steps to provide supplementary income sources like employment guarantee through NREGA and other schemes.
The Chief Minister said that the State Government will appoint the Project Management Consultant as well as start the design competition to select globally reputed concept master planners.
The meeting was attended by senior Cabinet ministers Yanamala Ramakrishnudu, Palle Raghunath Reddy and P. Narayana, Chief Secretary IYR Krishna Rao, and other officials.
