Congress Vice-President Rahul Gandhi has said the Congress wants to empower around 70 crore people in the country who are above the poverty line but positioned below the middle-class status.
Addressing an election rally here, he said the next India should be of such people. The Congress wants to set up more education institutes to benefit the children of such people, he added.
