The Andhra Pradesh Electricity Regulatory Commission has come out with an advisory to Andhra Pradesh and Telangana highlighting the need to encourage competitive tariff structure and improve demand side management.
The regulatory commission, which has the mandate to determine tariff for Telangana and Andhra Pradesh states, expressed the need to determine agriculture power consumption precisely by metering all the farm sector connnections.
The regulator stated that the agriculture consumption needs to be accurately assessed as technical and commercial losses are not being objectively calculated.
The two States were asked to focus on several issues including the need to promoting differential tariffs across distribution companies, demand side management in agriculture, policy for promotion of non-conventional energy, improvement of operational efficiency and measuring agriculture consumption.
It stated that there was need for clarification on certain issues to facilitate division of power sector assets between two states.
The regulator also expressed the need to allocate power to discoms rather than to one entity.
It felt that there was need to designate successor so that some of the ongoing litigation and appeals could be smoothly transferred.
