Chief Minister Oommen Chandy said on Sunday that his government had implemented 374 of the 664 schemes under the seven-point ‘Saptadhara’ programme announced in November last. Another 235 projects are being implemented at present, he added.

Presenting a performance review of the programmes taken up since November last, Chandy said that but for the high-speed rail corridor, the project for distributing land to the landless and the systemic flaws in implementing the Kuttanad project, he was satisfied with the 91.71 per cent achievement rate of the government.

Anti-corruption measures

As many as17 of the 27 projects announced for a transparent and corruption-free governance have been executed and nine are being implemented.

The Right to Services Bill has been passed and the report prepared by the whistle-blower committee will be implemented in three months. The government has introduced e-tendering in PWD and e-procurement in PWD, Power, Water Resources and the PSUs.

Twelve of the 33 projects announced for waste management have been completed and 15 others are being executed. A decision has been made for floating a CIAL model company for waste management and mobile incinerator has been commissioned in the capital.

Seventy-two of the 110 schemes announced for addressing unemployment have been implemented totally. Follow-up action has been taken on the Emerging Kerala meet.

Major projects

The Vizhinjam and Kochi Metro projects will be completed without any time lapse. DMRC is going ahead with the allied works for the Kochi Metro and there will not be any lag in completing the project. The same is true with the Kannur airport too, Chandy said.

A detailed project report of the Kochi-Palakkad industrial corridor has been prepared. Steps have been taken for instituting an online single window clearance for investment proposals. The government was going ahead with the Air Kerala airlines company project.

The government is committed to developing infrastructure facilities. PWD has taken over 8,570 km roads from civic bodies. Renovation of 155 coastal roads has been completed at a cost of Rs 35.6 crore.

Healthcare

Of the 36 projects announced in the health sector, 25 have been implemented. This includes free distribution of generic medicines in government hospitals, opening of 60 new homoeo dispensaries and launching of the Kerala Arogya Sree project to provide medical assistance for ailments that have not been covered under the Rashtriya Swasth Bheem Yojana.

As many as 26 of the 35 projects announced in the IT sector have been completed.

Formation of the Malayalam University and successful conduct of the Viswa Malayala Mahotsavam are major achievements.

The procurement price of paddy has been fixed at Rs17. A grant of Rs 500 a quintal will be given to cooperative societies for copra procurement.

All welfare pensions have been revised. The National Human Rights Commission recommendations to provide compensation for the endosulfan victims of Kasargod district has been implemented.

The government has drawn up a Vision 2030 plan, which will be implemented in consultation with experts and others concerned, Chandy said.
