AP: Power regulator comes out with distribution regulations

The Andhra Pradesh Electricity Regulatory Commission has come out with power distribution regulations.

The regulations have been placed on the Web site. The draft regulation was hosted on the Commission Web site on July 26, 2013, for comments and suggestions from those interested in licences and stakeholders by August 7.

After conducting the public hearing on August 8, the commission has come out with the Andhra Pradesh Electricity Regulatory Commission (Distribution Licence) Regulations, 2013.

These regulations will apply to all the distribution licensees in the State and in respect of all applications pending before the commission when these regulations are published.

According to the regulator, these regulations will be applicable to all distribution licenses who were granted licence under the AP Electricity Reform Act, 1998.

These regulations will come into force with effect from the date of its publication in the AP gazette.

Applications

Application for grant of distribution licence has to outline the approach and methodology for setting up of distribution system and conduct of the business of distribution of electricity.

This should contain plan for the first year of grant of licence and for next five years.

The application should include the five-year business plan for transmission or distribution of electricity and also cover improvement and expansion for future load growth.

It is expected that these applications will have to provide five year annual forecasts of costs, sales, revenues and project financing stating the assumptions underlying the figures provided.
