Arunachal Pradesh has inked a memorandum of understanding (MoU) with Nabard Consultancy Services (P) Ltd (Nabcons) for third party monitoring of all Central projects under Special Plan Assistance (SPA) and Border Area Development Programme (BADP) being implemented in western part of the State since 2008.
Planning Secretary Ankur Garg representing the State Government and P. Radhakrishnan, principal representative of Nabcons, had yesterday signed the MoU in a simple function held at Raj Bhawan here, official sources said.
The Congress Government led by Chief Minister Nabam Tuki has taken several measures to ensure that the funds allocated for each project are utilised judiciously so that the projects are implemented properly as per the specification, the sources said.
Arunachal Pradesh is the first one in the country to implement the concept of third party monitoring which has been lauded by the Planning Commission. The third party monitoring was entrusted to Nabcons and NEDFi for the monitoring of SPA for 2008-09 & 2009-10 and BADP projects for 2009-10.
The third party monitoring of BADP for 2009-10 is underway and monitoring of SPA for 2008-09 & 2009-10 has been completed and the reports are under assessment at varying stages.
