CAG raps Andhra Pradesh govt for poor fiscal management

The Comptroller and Auditor-General of India (CAG) has faulted the functioning of the Andhra Pradesh Government in managing the State’s finances and implementation of various irrigation projects.

Poor finance management had resulted in underutilisation of the funds provided and project delays had led to a loss to the exchequer without providing the desired benefits to the people.

In reports tabled in the AP State Legislative Assembly today, the CAG covered State finances and Budgetary provisions and observed that budgetary assumptions were unrealistic, and the expenditure monitoring and control mechanism were weak during 2012-13.

It stated that the entire supplementary provision of Rs 10,990 crore had proved unnecessary, as the actual expenditure of Rs 1,30,704 crore incurred was less than the original Budget provision of Rs 1,46,243 crore.

The overall savings of Rs 26,528 crore stood at 17 per cent of the budget due mainly to the non-release of budgetary orders, freeze orders by the Government and slow progress of works among other issues.

It further said several policy initiatives taken up by the Government were either unfulfilled or were partially executed due to non-approval of scheme guidelines, non-release of budget and parking funds in banks and fixed deposits.
