The Karnataka Legislature Committee on ST/ST Welfare has demanded issuance of 1,500 liquor (excise) licences to the community.

The Committee on ST/ST Welfare, which had its first sitting chaired by P M Narendraswamy today, has drawn up an action plan for ST/ST welfare this financial year.

The panel took stock of backlog of vacancies in government departments, universities, cooperation institutions, boards and corporations. It also examined the excise department’s licence issuance mechanism.

“The committee demanded that as per the latest census (2011) about 1,500 licences needs to be reserved for SC/ST community. As per the old (1991) census, around 1,000-plus licences need to have been reserved or issued, but only on 65 licences were issued,” said R Jagadeesh Kumar, committee member and MLA.

Govt assurance

The State’s Principal Secretary (Finance), who took part in the meeting, assured the committee that a mechanism to issue licence is being worked out and it would come up before the State Cabinet in October.

Chief Minister Siddaramaiah, while presenting the State Budget, had announced empowerment of ST/ST community by involving them in all commercial and financial activities.

In addition to excise licence, the Committee on ST/ST Welfare has also demanded reservation in grant of minor minerals (such as sand and granite quarry). Grant of minor minerals is issued by Department of commerce and industries along with mines and geology department.

According to Narendraswamy, backlog of vacancies identified and filled in the State is as follows: Total posts identified total 19,115 (SC 14,625, ST 4,490), posts already filled 15,712 (SC 12,214, ST 3,498), balance posts to be filled up 3,403 (SC 2,411, ST 992), number of posts reserved for future appointment 2,255 (SC 1,618, ST 637), number of posts exempted from filling 238 (SC 166, ST 72), posts left for notification 910 (SC 627, ST 283), number of posts notified 469 (SC 324, ST 145) and number of posts to be notified 441 (SC 303, ST 138).
