Sale of e-stamps results in ₹1,000 cr revenue boost for Haryana

The sale of 72,023 e-stamps in different districts of Haryana has generated a revenue of ₹1,194.67 crore between April and December 2016.

Stating this here on Monday, a spokesman of Revenue and Disaster Management Department said that the State government had implemented Property Registration System in the state.

He said that the citizens would be able to generate stamp papers by using e-GRAS server of Finance Department even at their homes or offices by paying stamp fee through internet banking.

This would not only abolish the usage of security printed stamp papers, but would also eliminate the frauds concerning to fake stamp papers, he said.

The spokesman said that apart from this, the state would also be able to save more than ₹20 crore being paid by the government in terms of commission charges and maintaining huge inventory of stamp papers in the treasuries.

Mandatory e-stamping

He said that the State government has made mandatory e-stamping in districts of Faridabad, Gurgaon, Sonipat and Panchkula.

The name and address of the purchaser, purpose of purchase get printed on the stamp paper and record of same remains available in the system.

The purchaser is required to provide their cell phone number and could generate stamp only after one enters the code sent on the cell phone through SMS.

This keeps track of purchaser and prevents generation of stamp paper by an unauthorised person, the spokesman said.

He said that the registering authority is required to deface the stamp paper online and indicate the defacement to the purchaser.

Online verification

The details of purchaser, purpose of purchase and date of purchase could be verified online by any citizen by logging to e-stamping site and entering the stamp paper code indicated on the stamp paper.

The system would also indicate if the stamp paper has already been defaced by some authority, thus a person cannot use the same stamp paper more than once. Back dating of stamp paper is also not possible, he added.
