TN calls for consensus before GST enactment

Governor’s address welcomes setting up of Niti Aayog

The Tamil Nadu Government has urged the Centre to ensure consensus on critical issues before enacting the Goods and Services Tax Bill, said K Rosaiah in his address to the State Assembly on Tuesday.

Long-term impact

Even before the critical issues such as revenue neutral rates, compensation methodology have not been addressed, the Centre has introduced in the Parliament the Constitutional Amendment Bill on GST. This will have long-term implications on fiscal autonomy and the Centre should not enact the law hastily, he said.

In the address which marks the start of the Assembly sessions for the year, the Governor said Tamil Nadu welcomes the creation of the NITI (National Institution for Transforming India) Aayog to replace the Planning Commission. The new institution should work closely with the State governments to chart out developmental and economic policies specific to each State.

Last year the State has come out with a new industrial policy and sector-specific policies for biotechnology, automobile and auto components. Between May 2011 and September 2014, the incremental investment into the State was ₹2.58 lakh crore with FDI of ₹44,402 crore.

The State government had also asked the Centre to include all the 12 Municipal Corporations in Tamil Nadu under the smart cities programme.

Development initiatives

The Governor recounted in his address the initiatives taken by the State in urban and rural development.

Fourteen major combined drinking water supply schemes have been initiated at a cost of ₹4,890 crore benefiting urban and rural areas, two more desalination plants are on the anvil to augment drinking water supply to Chennai where two units are now working.
