What is said is sometimes different from what is meant. Let's explore.

Salary will not be a constraint for the right candidate: Absolutely right. As the layers of maya are stripped away, the truth will emerge that what you feel is right is clearly not the way the organisation sees it. It is like interpreting a Rorschach ink blot. Your strengths will somehow be morphed into constraints and points deducted from the deemed right salary for each constraint. At the end of the salary negotiation process, one winds up like the images ones sees in trick mirrors at carnivals — distorted and unreal.

Everyone is welcome to contribute ideas: A noble statement that is meant to give the impression that the organisation is a veritable Garden of Eden, where ideas buzz around like bees and that all the bees are welcome to pollinate any flower that they encounter. There are two sides to any coin: in this case, they would be ideation and acceptance. While ideation will be tolerated, it is not very often that acceptance of good ideas is an automatic corollary. One must also keep in mind that there is a hierarchy of ideas — the higher a person is in the hierarchy, naturally, the better his idea will be.
